Editor's Comment: And, there you have it. You can always count on a second vice-president to speak the truth. Panama has been officially and publicly asking for Noriega's return, saying that he's been convicted of murder here and should return to spend his time in prison. Those public statements are for local political consumption only. In reality, no one wants Mr. "turd in the punch bowl" back here screwing up a perfectly good thing. Privately, Panamanian officials (and just about everyone else) wants to see Noriega go swiftly on an airplane to a nice cell in France, where he will eventually die as a footnote of history. In the meantime, we'll be down here in Panama making money hand over fist. And, the Vice President is right. Endara and Martinelli would love to see Noriega back down here because he is a walking and talking reminder of Dobermans beating little old women with rubber hoses, murder, brutal repression, and all of the other bad things that the PRD turned into under Noriega. Having Noriega in town (anywhere) would give the opposition a glimmer of hope for 2009, which they currently lack in spades.

Noriega debe comparecer hoy en Miami ante el juez William Hooveler, quien debe resolver si se accede a la extradición a Francia.
El vicepresidente de la República, Rubén Arosemena, manifestó que la oposición quiere que el exgeneral Manuel Antonio Noriega venga a Panamá, "para que se le enrede la cosa al presidente Torrijos.
"El señor Endara y el señor Martinelli quieren que traigan a Noriega para que el paÃÂs se enrede, porque ellos pescan en rÃÂo revuelto", agregó.
Arosemena destacó que el gobierno actuará de acuerdo a las normas y los procedimientos que se establecen para este caso en las normas internacionales.
Explicó que estas normas indican que el paÃÂs donde ha sido procesado es el que tiene la primera opción en definir la extradición y en este caso especÃÂfico entonces corresponde a Estados Unidos.
