By Roberto López Dubois for La Prensa - Panama's Housing Minister Balbina Herrera said yesterday that she does not fear the return of Noriega to Panama, contrary to what Noriega's lawyers say. She said the PRD is waiting to see what will happen to Noriega, but whatever the decision, to send him to France or return him to Panama, it will be fine with them. "Seventeen years later we are the most democratic party, the largest political party in Panama, and we have a clear vision of what we want," she added. "The party has changed very much in these past 17 years and whoever wants to rise through the ranks will have to work for it, because here 'the finger' does not work," she said. (Editor's Comment: The reference to "the finger" is talking about arbitrary appointments at the whim of one powerful person.)
