By Juan Manuel DÃaz C. for the Panama America - A new struggle between Panama's Judicial Branch and the Public Ministry arose yesterday when the President of the Supreme Court Graciela Dixon presented a criminal complaint against Maribel Cornejo, Panama's Second Anti-Corruption Prosecutor, charging her with abuse of functions, abuse of office, and interfering with the administration of justice. According to the denunciation interposed by Dixon, prosecutor Cornejo investigated the form in which the Supreme Court resolved a request for a "shelter of guarantees" presented by ex-President Ernesto Perez Balladares. Dixon alleged that the prosecutor's action is a dangerous precedent, because it violates the independence of Judicial power.

Anti-Corruption Prosecutor Maribel Cornejo apparently opened up an investigation into the way the court handled a case involving ex-Panamanian President Ernesto Perez Balladares, and the Justices of the Supreme Court didn't like that one bit. In response, they filed a criminal complaint against the prosecutor for starting the investigation. Next Question: Who prosecutes and decides this allegation against the prosecutor? The Supreme Court? Yikes.Constitutional Battle: This seemingly little case is going to have profound consequences for the Panamanian justice system and the country as a whole. If you look back over the last few years you'll see that the Executive Branch cleaned house pretty quickly, and adopted the "zero corruption" mantra. It's been working well for them. The Legislative Branch followed along rather easily, considering that it's controlled by the PRD. It took a couple of years to clear out things like the PTJ because there were barriers allowing leftovers from the Mireya Moscoso regime to remain in power. Now, that's been taken care of.
